• add full reachability window CRUD under hd windows (list, create, update, delete)
• add preset management CRUD under hd presets (list, create, update, delete) while keeping hd preset <name|id> activation
• add digest commands: hd digest list and hd digest dismiss <id>
• add auto-responder commands: hd autoresponder get and hd autoresponder set
• add verdict settings commands: hd verdict-settings get and hd verdict-settings set --mode-thresholds '<json>'
• add proposals listing: hd proposals [--latest N] [--verdict approved|deferred]
• add interrupt evaluation: hd interrupt <handle>
• update README command docs and quick start examples
• expand CLI help integration coverage for new command groups
