This PR introduces testing infrastructure and a variety of tests for the runtime core internals. It is not exhaustive nor complete. Runtime core tests DO NOT run in CI. They must be run with
npm run test:runtime-core. You can specify the platform withnpm run test:runtime-core -- --platform <platform>
