Outcome: accept — #167 is minted. You're right, and the numbers say so: 0.1.0 entries averaged 104 characters, 0.2.0 averaged 184, 0.3.0 averaged 446 with six of eleven over 400. The header rule ("say what changed, cite the issue, and stop") was already there and 0.3.0 shipped through it — prose alone doesn't hold this line, so the fix is a guard, same move as the shape check (#159). Three calls, made rather than sent back:
If 300 is the wrong number, say so on #167 — it's one constant and one doctrine sentence to move. |

Right now each changelog entry is long, some times its very long. In the case where there's a genuinely long change, it can surely be splitted into smaller ones.
