Add "Router Benchmarking" doc under "run a network server"

Adds new doc, "Router Benchmarking" linked just under "debug with sniffer" on the page of "run a network server"

• Addresses router issue 677
• Use this to help determine size of server instance to deploy
• Provides instructions for load & capacity of real LoRaWAN traffic in an isolated environment
• This document also gives insight to interactions of console, router, gateways, organizations, devices and wallets as used in production
• Also updates "debug with sniffer"
  • because gateway-rs as of v1.0 has new usage
  • i.e., must start in server-mode before generating a txn to be signed by wallet for asserting location, etc.

This will be a DRAFT PR until the first 1-2 runs to confirm accuracy of the instructions but published here so the community may benefit sooner than later.

Changing status back to DRAFT:

Apparently we need to run each instance of gateway-rs on its own server as a means of having each sending uplinks from a unique IP address.

Changes to the instructions should be just prefixing ssh to a couple of commands and an rsync or two for getting bits to the right place. Otherwise, the overall document should remain in tact.
