Summary
When a repository is created without an explicit tracking config (via API or clone handler), the sync handler now automatically detects the default branch and persists it as the tracking config. This ensures every repository has an explicit tracking target rather than relying on runtime fallbacks.
The auto-detection only happens on first sync if no tracking config exists. Existing configs are preserved.
