Expand CI to macos-m1 #1747

Feature functionality
Add a macos-m1 runner to our CI. It should run tests with HEAT_TEST_USE_DEVICE=gpu, PYTORCH_ENABLE_MPS_FALLBACK=1, and 1 MPI process.
Additional context
helmholtz.cloud has introduced new MacOS runners with MPS accelerators:
