Create `operator-worker` subcommand

It should:

• accept HelmwaveManifest resource name as a single argument
• read all arguments from provided HelmwaveManifest
• run helmwave build and update status in the HelmwaveManifest
• run helmwave up and update status in the HelmwaveManifest
