Name 3.1.0b7: the override fix, and the current pre-release
Add a Commands page, move the README content here, and name 3.1.0b6 The CLI README had the command table, the global options and the files of the CLI. They are now on the Commands page. Home gets the shield, video and Discord links. Install tells you how to install a firmware file by hand. Beta Channel, Known Issues and Contributing name 3.1.0b6 and the new DEVELOPMENT.md files.
