docs: add Breaking Changes, the destination for the README version history Carries every entry from both sub-repo READMEs: the v1.32 database schema change, the AT28C VCC correction, the AT28C010 page size, v1.20's algorithm dispatch key and v1.10's COBS framing. Each keeps its hedge -- the page-size change is still stated as software-proven and unvalidated on silicon, and the VCC correction still says plainly that it fixes no write-path failure.
