《智能体可信协作与通讯领域全景诊断》——制度层缺位的产业快照

TDCA 于 2026-08-26 发布首份产业观察报告，以制度可信框架诊断智能体协作基础设施的五类代表性项目（安全治理 / 事务可靠性 / 身份标识 / 互联协议 / 网络运维）。

核心发现：

1. 六方共识：身份标识是协作前提、跨主体协作需要统一基础设施、可审计可追溯是可信基础、分层架构是务实选择、从"单点可用"到"协作可信"是共同跃迁方向。
2. 共同盲区：五类项目全部停留在技术执行层（身份/通信/发现），缺失制度经济层——无配置权（成本即筛选）、无 MOU 税收锚定（效用无硬验证）、无 NSFL 负空间熔断（制度红线无自动停机）、无 NCA 嵌套认知资产（审计扁平不可化合）、无协作停机定理、无人类最终签名权。

"Trusted Agent Collaboration & Communication: A Panoramic Diagnosis" — An Industry Snapshot of the Missing Institutional Layer

On 2026-08-26, TDCA published its first industry observation report, diagnosing five representative agent-collaboration infrastructures (security governance / transactional reliability / identity / interconnection protocol / network operations) through the lens of an institutional trust framework.

Key findings:

1. Six consensuses: identity as a prerequisite; unified infrastructure for cross-entity collaboration; auditability & traceability as the basis of trust; layered architecture as pragmatic; the shared shift from "single-point availability" to "trusted collaboration".
2. Shared blind spots: all five projects stay at the technical execution layer and lack the institutional-economic layer — no allocation rights, no MOU tax anchoring, no NSFL negative-space circuit breaker, no NCA nested cognitive assets, no collaboration halting theorem, no final human signature.
3. Conclusion: agent interconnection has entered a "fracture period of missing institutional foundation". Trusted collaboration requires not only trusted identity and communication, but also trusted delivery & trusted settlement — the unclaimed territory of the institutional layer (TDCA).
4. Follow-up: the "30-second self-healing" case proves the fast system is mature — but a "30-second fix" without institutional safeguards could become a "30-second disaster". The shift from "incremental self-healing" to "institutional self-healing" is inevitable.
