Agent Kickstart 0.3.1
The onboarding guide displayed three safety choices but its checkpoint command omitted the selected value, leaving durable safety_choice unset. Each option now has its own explicit command with the existing allowed slug, so the user's choice is recorded. Canonical and packaged onboarding remain identical.
Includes 0.3.1 metadata across the Python package and plugin manifests. Validation: 45 Node tests, 38 Python tests, required fast/full/CodeRabbit gates and independent review passed. Tests exercise all three choices through the real state engine and bind release metadata.

- The Python installer now enforces Node 18+ before writing any project files. On an unsupported runtime (for example Node 16) it exits 1 with a precise diagnostic and writes nothing; on Node 18 it installs the expected project files (#6).
