Security: bump cookie dependency to >=0.7.0 (CVE)

Our security audit found cookie@<0.7.0 used by @stackframe/stack (cookie:^0.6.0). cookie 0.7.0+ fixes known security issues. Could you bump the dependency and publish a patch? I can open a PR if that's helpful. Reference: jshttp/cookie#256.
