docs(inward): document package billing redesign on the final bill New "Package Admissions" section on Inpatient Final Bill Generation (issue #24158): package-covered categories show the package's allocated value, real usage beyond the package total groups into Package Excess Charges, and staff use the existing charge-type discount when usage came in under the package price. Updates Admin-Inpatient-Packages and Inpatient-Change-Package to drop now-stale "billing not implemented yet" notes.
docs(inward): document Change Package screen and Package panel New Inpatient-Change-Package page for the add/change/remove-package screen (issue #24133), cross-linked from the Admission Profile Dashboard and the Admin Inpatient Packages config page.
docs(inward): document Inpatient Packages admin page (issue #24127) New Admin-Inpatient-Packages page covering the Packages tab under Manage Inpatient Services and the per-Inward-Charge-Category pricing table that replaced the old single Fixed Room Charge field. Also wires the previously-broken link from Automatic Admission Charges, adds the Packages tab to the module configuration overview, and adds the page to the wiki index.
