Update item/service request docs for the per-line approval redesign Rewrites both the approval-queue page and the API reference to reflect PR #21847: approval is no longer a single button/decision. Requests are now processed per line via the normal Add Services/Investigations and Direct Issue to BHTs pages, with per-line FULFILLED/REJECTED status and request-level PARTIALLY_FULFILLED / PARTIALLY_FULFILLED_AND_REJECTED states. Replaces the 4 stale screenshots from the old workflow with 6 new ones captured against the live per-line flow. Co-Authored-By: Claude <noreply@anthropic.com>
