Different requests for different services

• The request can be: SEQ ONLY or SEQ + LIB PREP
• For SEQ + LIB PREP there are less constraints on Sample Annotation Sheets: only summary and sample sections are filled
• Remove all the constraints on sample annotation sheet parsing (while keeping them for upload in LIMS)

It would be useful to have a trace of sequencing only/downstream analysis libraries in the database for emailing/downstream analysis triggering.
