test-runnertojabtrunnerand add a GitHub Release workflow to allow installation via tarball.The original
test-runnerpackage name is already taken on npm. This change renames it tojabtrunnerand sets up a GitHub Actions workflow to publish a.tgzartifact to GitHub Releases onjabtrunner-v*tags, enabling other projects to install it directly from GitHub without requiring npm registry publication.
