Update ClickOnce, carbon logic, docs and FR strings

Adjust ClickOnce publish/install settings for CLI (web install/update, publish/install URLs, minimum required version and revision). Update carbon input assignment logic: use ICBM input calculator when farm strategy is ICBM and restrict IPCC Tier2 assignment to when strategy is IPCCTier2 to ensure residue N is computed correctly. Fix sign bug in ICBM nitrogen residue calculation (root/exudate N subtraction). Documentation: change default Yield Assignment Method to Small area data, add a detailed section describing the four yield assignment options and the settings-file keys. French resource file: add BOM to header, update several translated strings and add new French labels/enum entries.
