Add fertilizer application method to field inputs

Introduces FertilizerApplicationMethod as a new property in field input handling, updates key management, resource files, and processing logic to support it. Also refactors carbon input calculation in ICBMCarbonInputCalculator and enables manifest signing in the project file.
