Add irrigation parameter to N2O emission calculations

Updated the N2OEmissionFactorCalculator and its test to include an amountOfIrrigation parameter in topography emissions calculations. This change improves accuracy for irrigated sites by directly considering irrigation in emission factor selection. Also incremented application revision and disabled manifest signing in the CLI project file.
