Update soil N2O emission factors (Table 13)

Change RF_TX for Medium-textured soils from 1.0 to 0.49 (match Coarse). Code: combine Medium and Coarse branch in Table_13_Soil_N2O_Emission_Factors_Provider to return 0.49. Docs: add Changelog entry (April 15, 2026) noting the update. This affects direct soil N2O emission calculations for Medium-texture fields in Eastern Canada (values in Western Canada remain unchanged). Reported by @guillaumefortin24.
