Add slack subscribe for configuring users to receive notifications (#206)
- Improve plugin to run startup phase when gateway is starting up
- Slack plugin instances start when the gateway starts
- Add validation of slack configuration when creating or updating it
- When updating the slack configuration the slack instance will restart

- Remove deprecated endpoints: /api/jits/* & /api/reviews/:id/exec
