fix: add operator resource defaults

Summary

• add CNPG operator default requests/limits
• add Atlas operator default requests/limits
• tune the scale-to-zero controller resources
• extend stack render tests for the defaults

Verification

• make test: 38/38 passed
• Colima: PSQLStack/default psql is Synced=True Ready=True
• Colima: Helm Releases cloudnative-pg and atlas-operator are Synced=True Ready=True with the rendered resources
• Target aws/hops/pat-local: deployment cnpg-system/cloudnative-pg has requests cpu=23m memory=138Mi and limits cpu=200m memory=512Mi, 1/1 ready
• Target aws/hops/pat-local: deployment cnpg-system/atlas-operator has requests cpu=15m memory=100Mi and limits cpu=100m memory=256Mi, 1/1 ready
• Target aws/hops/pat-local: deployment cnpg-system/scale-to-zero has requests cpu=15m memory=100Mi and limits cpu=100m memory=256Mi, 1/1 ready
