Summary
Installs the horde-components CI pipeline. Adds
.github/bin/ci-bootstrap.shand.github/workflows/ci.yml(template v1.5.1), adds aci-platform:block to.horde.yml, and removes the legacyon-pr.ymlandon-pr-merged.ymlworkflows (substantially the same shivammathur/setup-php matrix the new pipeline supersedes).
