This PR add some basic documentation for using stimulus with typescript. It also documents the changes of #529 how define the type of this.element.

Thx for merging :). Does stimulus follow a specific release cycle? Or do you know if any release is planned?

@BuddyLReno @alexander-schranz I was just thinking the same thing, but I wonder if DHH is soaked with strada and that's why the bottle next to release is the way it is.... So maybe the issue will resolve itself once Strada is out. Fingers Crossed.

Stimulus and Turbo are kinda following the same release schedule. Since the next minor Turbo release is not quite ready yet means that Stimulus also hasn't gotten a release.

There are a few things open which hold back a new Stimulus release. But it might just make sense to push out a 3.0.2 version with the few changes we have since the last release.
