Public roadmap tooling

Set up public roadmap tooling so that it's ready to import initiatives once community feedback has been incorporated.

Not related to the gov, but I would love to see ai mod agents in nears' chats
Unfortunately, current mods team couldn't find solution

for gov:

1. public proposals dashboard from proposals - till the execution incl. KYC /B
2. public gov members activities dashboard

I will add more info later.
