Update: License Documentation and Dependency Alignment

This update focuses on correcting license information and improving third-party documentation.
There are no changes to the application binaries in this release.

WebView2 License Correction:
Updated the license entry for Microsoft.Web.WebView2 from MIT to BSD-3-Clause to align with official terms.

Third-Party Notices Overhaul:
Updated ThirdPartyNotices.txt to include full license texts for all components,
including transitive dependencies such as SQLitePCLRaw (Apache-2.0) and Microsoft system libraries.
