MLIR bridge doesn't support dynamic padder yet and these tests are relying on incorrect XlaSetDynamicDimensionSizeOp shape inference method. Re-attempting part of cr/369043384 without the shape inference trait that breaks webanswers tests. I am looking into that separately.
