Eldoc-mouse 3.0 is released!

1. improved compatibility to eldoc, it won't break eldoc default behaviors, the echo area, the command eldoc-doc-buffer. flymake, dape etc.
2. improved the appearance of the popup.
3. improved support for master branch Emacs.
4. refactor code, now the code is more concise, and robust.
