Add support for rerunning failed workflow jobs

Description

I am picking up an unrelated issue to allow a github bots to restart failed jobs, and I found that the hub4j client does not yet expose this

So this pr adds GHWorkflowRun.rerunFailedJobs() with debug-logging overloads, and adds WireMock-backed tests for the new rerun variants.
