Enforce ordering when running Pipeline slow tests

What does this PR do?

To further help with debugging issues with the slow test CI, we should ensure that the pipeline slow tests are run in the same order every time.

This PR sorts the fetched pipeline matrix alphabetically so that jobs are executed in the same order.
