Auto build and publish docs for hulse-py

# Build and publish docs on CI
The current sphinx documentation release flow is manual and needs to be automated to be done on push to the `main` branch. Current steps are described in the `scripts/docs.sh` script present in the `pipeline-wrapper` branch. The `.github/workflows/ci.yaml` workflow file needs to be updated to add a step to run this script & publish it to GitHub.
