1. remove pto.load, pto.store, pto.mov, pto.getval_dps in ptoops.td. 2. add addptr, load_scalar, store_scalar, get_buf, rls_buf, barrier_sync in doc. 3. update subset/make_tensor_view/alloc_tile/bf16 spec in doc. 4. delete PTO_OPS_SPEC.md which contains duplicate content from docs/PTO_IR_manual.md.
