The PR adds support to hyper start --reload <container> command. A new container is created attaching all volumes that has a "source" label and each volume is re-populated with its "source" contents.

It is based on top of previous PRs (#119 and #117) and needs related server side change to work.

It tells server that we use the container to initialize volumes.
