This PR adds a new documentation file under the /docs directory that guides users on how to install, run, and interact with the unpublished Hyperledger Fabric Debugger VSCode extension.
The guide includes:
Instructions to package and install the extension using vsce
Steps to launch the extension and access its custom UI
Walkthrough of plugin features like uploading network config, wallet, querying blocks, and starting a local Fabric network
Detailed steps on how to use the debugger, including loading chaincode.go, setting breakpoints, and interacting via Delve

This guide is intended for users of the extension and is separated from the main README, which focuses on open-source contribution and development setup.
