blockchain_batch_pin operations are stuck in a Pending state for Fabric stacks

Steps to reproduce:

• Start a new Fabric stack
• After successful startup, open the Explorer UI and navigate to the FF System namespace - Data Explorer - Operations
• Notice the blockchain_batch_pin operations are Pending

found these errors in the firefly logs:

[2022-02-07T20:20:36.398Z] ERROR Invalid int value '' for key 'eventIndex'
[2022-02-07T20:20:36.399Z] ERROR Invalid string value 'map[nanos:7.72791885e+08 seconds:1.644265233e+09]' for key 'timestamp'
[2022-02-07T20:20:36.400Z] ERROR BatchPin event is not valid - bad timestamp (): strconv.ParseInt: parsing "": invalid syntax fabmsgidx=0 pid=1 proto=fabric role=event-loop

the above problems are fixed by:

• Add EventIndex property to events firefly-fabconnect#75
• Fix fabric event timestamp parsing #491

after the above fix:

so it looks like the fabric event from fabconnect is now properly parsed and associated with the pending batch pin. however the operations were still pending in the end. so more investigations in Firefly code.
