This prevents time updates from being sent to the player so we get silky smooth seeking, and don't have to fight time update events.

After a crapload of work on https://github.com/hypermodules/cache-component, I think I've found a decent cached component pattern that allows for things like manual dom mutation, caching and event handler function storage / organization.
There are a few other things that changed as well like debouncing of time-updates on the audio side and some CI changes.
