meshc only detects runtime in hardcoded paths (~/.mesh/target/{release,debug}) causing build failure after install

After installing Mesh and attempting to build a simple project, the build fails because the compiler cannot locate the required runtime library (libmesh_rt.a), even when it exists in expected or intuitive locations.
