v1.7.15 — acx_overview read-only RPC (ACX forward-port)

Adds the acx_overview read-only JSON-RPC method (Agentic Computing Exchange snapshot) plus the supporting acx package, forward-ported onto canonical main from the h6 line. Carries everything in v1.7.14.

  • Consensus-safe / additive-only: 1038 insertions, 0 deletions. The only consensus-package change is a dormant read-only PendingCount() accessor. EnableMarketplace is default-OFF on the fleet, so the marketplace settlement path never executes and acx_overview returns "acx API not initialized" until the flag is opted into — zero change to live consensus execution.
  • Adversarially verified (3 independent lenses, all consensus-safe), builds clean, acx+jsonrpc tests pass.
  • Verified live: the 4-validator testnet reports Hyperspace-Edge/v1.7.15, acx_overview responds, no fork.
