lgtm, honestly the colours stuff can be part of a later effort too.

similar to my comment on the other one, could we pull the colours out into variables so this is easier to theme?

This redesigns the individual ballot question page to improve hierarchy, readability, and overall polish.
It strengthens the header and right-rail testimony area, upgrades the 2-tab navigation, gives the overview and testimonies sections clearer card structure, and turns committee hearings into more intentional event cards.
