Windows disappear from second monitor, persistent workspaces stopped working

The first monitor works fine but moving windows to my smaller resolution monitor will move them to the right of that, as if the monitor layout is completely moved to the right.

monitor config:

monitor=HDMI-A-1,1920x1080@60.0,2560x0,1.0
monitor=DP-1,2560x1440@180.0,0x0,1.0

git bisect says this is the cause: 31cc7f3

persistent workspaces also stopped working in that commit: the workspaces are marked as persistent but get destroyed anyway

I can confirm that persistent workspaces no longer remain active on the latest commit.
