mouse scrolling doesn't work after switching from an empty workspace to a filled workspace until the mouse is moved

how to reproduce

switch to a workspace and open any program that uses scrolling (for example: open firefox and open some site that you can scroll in)
go to an empty workspace
switch to that filled workspace and try to scroll using the touchpad or the mouse without moving the cursor

when it happens?

if you switched to the filled workspaces using touchpad gestures for example it will work or switching from a filled workspace to a filled workspace you won't encounter this issue.

what i tried

changing the the follow_mouse to 0,1, or 2 doesn't fix the issue, rebooting didn't fix it either. and it happens to all apps that i try to scroll after switching from an empty workspace without moving the mouse
