Allright! Thank you. So I got this in my hyprland.conf:

bind=CTRL,mouse_down,exec,hyprctl keyword misc:cursor_zoom_factor 1.1
bind=CTRL,mouse_up,exec,hyprctl keyword misc:cursor_zoom_factor 1.0

works!

Is there a way to increase/decrease the zoom factor by mouse wheel step wise, like ...zoom_factor +0.1?

you can write a script that checks hyprctl getopt and does math on it

Here's my solution but reacts sluggishly (any hints how to improve?):
hyprland.conf:

bind=SUPER,mouse_down,exec, sh ~/.config/hypr/zoom.sh -0.1
bind=SUPER,mouse_up,exec, sh ~/.config/hypr/zoom.sh 0.1

zoom.sh:

zoom_factor=$(echo "val=$zoom; val+=$1; val" | bc)

I use these in my config, and it's almost instantaneous:

bind = $mod, equal, exec, hyprctl keyword misc:cursor_zoom_factor "$(hyprctl getoption misc:cursor_zoom_factor | grep float | awk '{print $2 + 1}')"
bind = $mod, minus, exec, hyprctl keyword misc:cursor_zoom_factor "$(hyprctl getoption misc:cursor_zoom_factor | grep float | awk '{print $2 - 1}')"

I have been trying several ways, and I have not found any that solves my problem, when using mouse_up or mouse_down to zoom the active window is affected, I do not know if it is a bug or if I am not seeing something.
