HC-450 - address issue relating to SQLAlchemy 2.0.0 update

change(s):

• packages that needed to be updated:
  • Flask>=2.0.0 → Flask>=2.2.0
  • Flask-SQLAlchemy>=2.5.1 → Flask-SQLAlchemy>=3.0.0
  • werkzeug==2.1.2 → werkzeug>=2.2.0 (Flask needs werkzeug to be >=2.2.0)

found related closed GitHub issue from Flask-SQLAlchemy: pallets-eco/flask-sqlalchemy#1158 . They say to update the version of Flask-SQLAlchemy as well.

after changes, was able to run sds -d update grq --force
