UI
- For no APIs message, use IconMessage with empty (also center the message)
- For Scope, use a Radio
- For the notice, use Callout (try as much as possible to not introduce new UI components)
- Use Modal loader for the API call
- Use SplitControl for name and scope here as well (again, do not introduce new UI components)
- Fix the copy button above (use correct start slot for correct margin)
- Do not reload all API keys when one is disabled, just update that row's state
