Sync wiki from repo: v4.4.0 billing offers, add Subscription Offers page
Adds the v4.4.0 billing offer APIs and brings the wiki back in sync with the
repo, which had drifted since v3.5.9.
New:
- Subscription Offers page — buying a specific offer, offer lookup by
id/base plan/tag, BillingPeriod price normalization, trial eligibility,
one-time product offers
Updated:
- Billing Integration — PBL v9, v4.4.0 deps, offer purchase, product-details
diagnostics, obfuscated ids / personalized-offer disclosure
- Subscriptions — account hold now detected client-side (ON_HOLD revokes
isSubscriptionActive), payment recovery, pending plan changes
- App Open Ads, Banner Ads, Configuration, Jetpack Compose — 4.3.x content
