CLI Manual documentation should be auto-generated from the source code

An option would be to use oclif readme --multi command. In that case, a documentation page would be created for each topic level command and it would look something like this:

There's also a possibility to additionally seperate docs pages for each command, but then there would be duplication. For example: itp access-control group create command would be described 3 times: in /docs/access-control.md, /docs/access-control/group.md and /docs/access-control/group/add.md. The duplication could be removed by deleting those duplicate pages after generation though.

Also, extra content could be added by extending help class: https://oclif.io/docs/help_classes/
