This PR ended up including some updates to the mkdocs settings for readthedocs.io, but that will simplify the documentation deployment process for all clients going forward. |

This PR contains documentation updates to the GTFS+ editor and project/feed management requested by MTC.
Also contains some setting updates so that the documentation builds in both the CI and readthedocs.io (previously, two different, slightly incompatible versions were used).
