What to build

Introduce the first action catalog vertical slice by migrating a small set of read-only QQ actions into one canonical catalog seam. The slice should prove that one source can define action identity, executable behavior, and caller-facing metadata without changing existing external action names.

This slice should be end-to-end: migrated pilot actions must remain invokable through the daemon path and must remain discoverable to downstream consumers.

Acceptance criteria

• A small pilot set of read-only actions is defined through one canonical action catalog seam.
• The migrated pilot actions keep their existing externally visible action names and observable results.
• Tests validate pilot action execution through the catalog interface rather than through parallel registries.
