"Format" menu missing

In SD 4.x, there is a "Format" main menu visible while the Windows Forms designer is open. This menu is missing from SD 5.0.

There's a bug in WindowActiveConditionEvaluator: Type.GetType(activeWindow, false) does not seem to find ICSharpCode.FormsDesigner.FormsDesignerViewContent. The assembly should already be loaded though...

I guess we should use the usual type loading code (via AddIn) so that the assemblies in the <Runtime> section are searched. (though if those assemblies are not loaded yet, we could return false; without forcing them to be loaded)
Not sure why there's a difference between SD4 and SD5, though.

Btw, why did you comment out the SD.Log.Warn() calls in that class? (same with WindowOpenEvaluator)
It's a valid warning about this type of bug...
