Upgrading to Java 17

As with PowerSystemUtils ( ie3-institute/PowerSystemUtils#194 ), we want to upgrade to a new Java LTS, because support for 8 drops this year and sonarqube requires 11+.

There should be another release (the last one with Java 8) beforehand.
